#1 vs Higher Seed of (13-20 Winner)
#2 vs Next High Seed of (13-20 Winner).....etc.

OR

Two 10-Team Brackets:
6A Green (Top 10 Teams Play for State Champ)
6A Red (Next 10 Teams Play for NIT type championship)
