Why Can't Albuquerque Public Schools Travel Out of State?

This week Cleveland, Grants, Sandia Prep, and Carlsbad are playing in a high profile basketball tournament in California. "The Desert Heat Classic". I believe the Aztec girls are playing out there as well. Cleveland Wrestling is in Nevada. No APS Schools can travel out of State, which I feel greatly keeps their competition level down. What is the big deal?

Why can't APS Schools travel out of state to get better?
