why does football only take 12 teams and everyother sport takes 16 ?

Can anyone explain why every other sport in New Mexico takes 16 teams to the state playoffs and football only takes 12 ? Isn't football the main money maker for the state as far as sports goes? More games more money !!!!!!!!! any thoughts ?
